So, the first step in drawing a wing is laying out the bones in a framework. You can position them so that you get the pose you want. You start by drawing up from the shoulder of your dragon, to the wing elbow.

Generally speaking, the proportion for the upper arm of the dragon's wing is 1/4 the total length of the wing. I also tend to make the bone from the shoulder to the hand the same length.
